Frequently asked questions: safety devices in accordance with TR CU 032/2013 (rules of operation, certification, installation, settings). Part 1


The Russian factory of refrigeration equipment components Frigopoint has prepared and published a list of frequently asked questions on safety devices - operation, certification, installation, settings of safety devices.

What categories of equipment do safety devices relate to and are they subject to mandatory certification?
In accordance with TR CU 032/2013:
43. Certification is carried out for equipment of the 3rd and 4th categories.
ANNEX No. 1 to the technical regulations of the Customs Union "On the safety of equipment operating under excess pressure"
Equipment categories are defined in accordance with tables 1-9 of this document. Safety devices are classified in the 4th category, with the exception of safety devices manufactured (manufactured) for specific equipment, which may be classified in the same category as the equipment for which they were manufactured (produced).
FP comment: the seller / manufacturer is obliged to provide, upon request, a certified copy of the certificate of conformity to the purchaser / operator.
 
Is a "letter of exemption" suitable to confirm the absence of the need for certification or a declaration to confirm compliance with CU TR 032/2013
In accordance with TR CU 032/2013:
42. Declaration of conformity of equipment with the requirements of this technical regulation is carried out by the applicant in relation to equipment of the 1st and 2nd categories, as well as equipment of any category, the additional manufacture of which using permanent connections is carried out at the place of operation.
43. Certification is carried out for equipment of the 3rd and 4th categories.
44. The only document confirming the compliance of the equipment with the requirements of this technical regulation is either a declaration of conformity or a certificate of conformity.
FP comment:
If the safety device is designed for a specific piece of equipment (category 1 or category 2), a declaration of conformity is sufficient.
A letter of exemption cannot be issued for safety devices. Certification according to schemes 1C; 3C is required; 7C.
 
What overpressure is permissible in a pressure vessel? Opening start and operating range settings for the safety device.
In accordance with TR CU 032/2013:
54. The number of safety valves, their dimensions and throughput are determined in such a way that the equipment does not create an excess pressure exceeding the maximum allowable working pressure:
a) by more than 0.05 MPa - for vessels in which the excess pressure is less than 0.3 MPa;
b) by 15 percent - for vessels in which the excess pressure is from 0.3 to 6 MPa inclusive;
c) by 10 percent - for vessels in which the excess pressure is more than 6 MPa.
GOST 12.2.085-2002:
4.2 The number of valves, their dimensions and capacity should be selected so that a pressure cannot be created in the vessel in excess of the design pressure by more than 0.05 MPa (0.5 kg / cmg) for vessels with a pressure of up to 0.3 MPa (3 kgf / cm- '), by 15% - for vessels with pressure over 0.3 to 6.0 MPa (from 3 to 60 kgf / cm2) and by 10% - for vessels with pressure above 6.0 MPa (60 kgf / cm2) ...
FP Comments: Accordingly, the valve for a vessel with a maximum working pressure of 2.8 MPa should operate in the range from 2.8 MPa to 3.2 MPa, respectively, the valve for a vessel with a maximum working pressure of 4.5 MPa should operate in the range from 4 , 5 MPa to 5.2 MPa.

Who exercises the functions of state control / supervision over compliance with the requirements of this regulation? Actions on the part of supervisory authorities in case of detection of equipment that does not comply with current legislation.
In accordance with TR CU 032/2013:
39. State control (supervision) over compliance with the requirements of this technical regulation is carried out in accordance with the legislation (...)
65. The authorized bodies of the Member States take all measures to restrict and prohibit the release into circulation of equipment in the customs territory of the Customs Union, as well as to withdraw from the market equipment that does not meet the requirements of this technical regulation.
